ユニバーサルヘルスケアの概要と制度的特徴

ユニバーサルヘルスケア（Universal health care）とは、政府が全国民に対して一定の品質を備えた保健医療サービスや医療費の補助を平等に提供し続ける制度を指します。世界保健機関（WHO）は、社会の構成員すべてが経済的困難に陥ることなく、必要な時に適切な予防、治療、リハビリテーションなどの医療サービスを支払い可能な費用で受けられる状態を目標としています。
